Cats seem to consider themselves superior to just about anything, and therefore are on top of any "hierarchy".
This piece was originally done for a calendar, the theme of which was "odd facts". The odd fact in this example was that Napoleon had Ailurophobia, or fear of cats.

we all have ailurophobia around here, our cat rules with an iron paw.
